A day after it was announced that human remains were discovered at the former Texas residence of Noel Rodriguez-Alvarez, the remains were positively identified as those of the 6-year-old boy who had not been seen in over three years.
Noel, who was born with developmental and physical disabilities, had not been seen since October 2022, the FBI and Everman police confirmed at the time. The child was seen twice that month: once when his mother, Cindy Rodriguez-Singh, gave birth to twins and another time when he appeared “malnourished” and “unhealthy,” PEOPLE previously reported from a press release by law enforcement.
Authorities alleged at the time that after the births, Rodriguez-Singh called Noel “possessed” and claimed he had a “demon” inside him that would hurt the twins.
Relatives believed Rodriguez-Singh to be “abusive and neglectful to Noel,” authorities previously said in a press release.
Officials were not alerted to his disappearance until March 2023, when several family members expressed concern for his safety and that of his six siblings.
the Tarrant County District Attorney’s Office announced that remains were found at the home where Noel once lived.
The remains were transported to the Tarrant County Medical Examiner’s office, where dental records confirmed they belonged to Noel, the D.A.’s office said in a press release and video on Friday, May 15.
District Attorney Phill Sorrells added in a press statement that the case “has weighed heavily on our community from the beginning.”
Noel was a child whose life mattered,” said Sorrells. “He deserved protection, care, and love. Instead, he became the victim of an unthinkable crime.”
Sorrells said that it is their “responsibility to seek justice for Noel and to hold Rodriguez-Singh fully accountable under the law.”
Rodriguez-Singh, Noel’s mother, was arrested in August 2025, about a month after her name was added to the FBI’s “Ten Most Wanted Fugitives.”
Rodriguez-Singh, a mother of seven, was charged with one count of capital murder, two counts of causing injury to a child, and one count of abandoning a child without intent to return to him in the District Court of Tarrant County in October 2023.
That November, authorities issued a federal arrest warrant for the charge of unlawful flight to avoid prosecution, per court records
Sorrells confirmed in a Thursday press conference that Rodriguez-Singh has been found “incompetent” to stand trial.
“She had a psychological evaluation, and the psychologist told the court that currently she is not competent to stand trial,” he said. “Now, there are two things that are required for you to be competent to stand trial.
“You’ve got to understand the charges against you, and you’ve got to be able to assist in your defense,” he continued. “The report further says that they believe that in the foreseeable future, she will regain competency, so she will stand trial for this.”
Rodriguez-Singh is accused of telling authorities during a welfare check in March 2023 that Noel was with his biological father in Mexico, a claim that was later disproved.
Two days later, police say Rodriguez-Singh boarded an India-bound flight from the Dallas-Fort Worth airport, with her husband, Arshdeep Singh, and six other kids, ranging in age from 5 months to 11 years old.
