A witness said he ran to aid the father after hearing the shots and administered CPR until police arrived.
He identified the neighbor as the shooter, who was sitting outside at his house as the aftermath was unfolding, police said.
The father was transported to Beaumont Hospital, where he was pronounced dead.
Police arrested the other man and took him into custody.
the neighbor’s wife and daughter said the shooting was in self-defense, saying the father came after the resident with a shovel.
The case is still under investigation.
