Just before 9:25 PM. Soldiers from Maryland State Police Golden Ring Barracks responded to I-95 South at I-195 for a report of a pedestrian accident.

According to a preliminary investigation, Jacob Marshall Dalton, 29, of West Palm Beach, Florida, was driving a 1997 Ford Ranger when it became disabled on the right shoulder of the I-95 South. Dalton climbed from his shoulder to the road and was hit by a trailer tractor.

Maryland State Police Commercial Vehicle Enforcement Division responded to the scene to conduct a post-collision inspection of a tractor trailer.
